I paid once month ago and can download the latest version. Make sure you didn't buy it at a discount because for some reason that doesn't count if the game is updated and you only get the version that matches your paid discounted price

that's not how sales are supposed to work so how would I know of that, if I buy a game on steam in early acces, and with the full release the game increased in price, I still get the full game for my early acces price 

I bought this game at 50% off for 10$ and now i would need to pay an additional 25$ for the newest version wich i find is a little bit unfair because i would then have paid 35$ and new buyers only need to pay 25$ to get just the newest update, thats not the way to reward early buyers
